A biometric identification technology will soon be deployed in Congo to automatically identify offenders (ABIS)

 As part of a new public-private partnership (PPP), the Democratic Republic of the Congo will invest more than $70 million on a centralized, automated criminal biometric identification system (ABIS). It will be used by the DRC government to issue "certificates of integrity" (also known as "certificates of non-criminal record") to its citizens.



This technology will enable the creation of an electronic national database that includes offender demographics as well as face and fingerprint biometrics. According to estimates, the database would be accessible at 150 police stations around the country.




The system will use cutting-edge criminal investigative procedures appropriate for the twenty-first century, based on fingerprints and other biometric modalities. If the data is available from a wide variety of police stations around the nation, the issuing process will be expedited. It will also be easier for police agencies to issue and citizens to get certifications.


The new police certificate will incorporate several security features to prevent duplication, counterfeiting, and other illicit behavior, such as document tampering. The Congolese Interior Ministry, in collaboration with Pangea, is currently considering adding encrypted biometric features (photos, fingerprints) that may be read through a specialized application.


The company in charge of the implementation asserts that once the data is available at police stations, speeding the certificate issuing process would be a key priority.



The DRC has been in the headlines for many months due to a debate over who would be given the contract to make biometric passports for the government, but the PPP has finally been revealed.
